Cleaning tenders can cover a wide variety of services, from routine office and communal-area cleaning through to specialist cleaning within healthcare, education, housing and other public sector environments. They may also form part of wider facilities management contracts, alongside services such as grounds maintenance and building maintenance.

Executive Compass provides professional bid and tender writing services for cleaning tenders and support to businesses bidding for public and private sector opportunities. We work with cleaning contractors of different sizes, helping them demonstrate their experience, mobilisation approach, workforce arrangements, quality systems and ability to deliver consistently against the buyer’s requirements.

Our cleaning tender experience

Executive Compass has extensive experience supporting cleaning companies bidding for work with public-sector organisations, housing providers and other major buyers.

We regularly bid into client organisations that include:

  • Local Councils
  • Schools, academy trusts and universities
  • NHS trusts
  • Numerous housing associations and social housing organisations, including:
    • Stonewater
    • London and Quadrant
    • Metropolitan Housing Trust
    • Aster Property
    • Origin Housing
    • Optivo/Viridian
    • CBC Housing Group
    • Network Homes
    • The Guinness Partnership
    • Thrive Homes

Our experience covers a wide range of cleaning tender bids, including office and workplace cleaning, communal-area cleaning, housing and void-property cleaning, educational establishments, healthcare environments and wider facilities management contracts.

We understand that buyers are rarely looking simply for evidence that a bidder can clean premises. We know that tender submissions increasingly require detailed responses covering mobilisation, workforce management, service monitoring, health and safety, environmental performance, safeguarding, business continuity and the management of service quality.

Why work with a cleaning tender specialist?

Finding a suitable tender is only the beginning of the process. Tender alert platforms and procurement portals can help identify opportunities, but they do not replace the work required to develop a compliant, evidence-based and persuasive winning submission.

Cleaning tenders may include a Selection Questionnaire (SQ) or PQQ, followed by an Invitation to Tender (ITT) containing detailed quality questions and pricing requirements. Buyers will ask for specific evidence covering similar contracts, and perhaps include questions on staffing, TUPE, mobilisation, health and safety, environmental management, quality assurance and contract monitoring.

Generic or AI-generated answers can provide a starting point, but they nearly always fail to address the specific question, scoring criteria and/or evidence requirements. Our bid writers will work with your operational team to understand how you actually deliver services and turn that knowledge into responses specifically tailored to the cleaning contract opportunity

Executive Compass provides a fully managed bid writing service for cleaning tenders, individual question support and independent bid reviews. Our aim is not simply to produce coherent responses, but to help you submit a credible response that gives evaluators the evidence they need to award marks.

Common topics in cleaning contract tenders

Common topics in cleaning tender bids include:

    • interaction with members of the public
    • environmental considerations
    • health and safety
    • quality
    • previous experience
    • planning and service delivery.

For contracts involving NHS premises and other health and social care settings, bidders may also need to demonstrate how their service will meet the National Standards of Healthcare Cleanliness 2025. The standards apply across NHS healthcare environments and cover areas including cleaning responsibilities, risk-based cleaning frequencies, auditing, infection prevention and transparency of cleanliness results. NHS England also states that compliance with the standards and associated auditing processes should be incorporated into contracts with cleaning service providers.

    Where cleaning tenders are published

Public-sector cleaning opportunities are published through a range of procurement portals. Find a Tender is the UK Government’s central digital platform for regulated public procurement notices and is the main source for higher-value opportunities. Contracts Finder also allows suppliers to search for lower-value contract opportunities with government and public-sector organisations in England.

Different arrangements apply in Scotland, Wales and Northern Ireland, and some buyers also operate their own e-tendering portals or use procurement frameworks.

Tender thresholds change periodically, so rather than relying on figures that may quickly become outdated, suppliers should refer to the current government procurement threshold guidance when assessing an opportunity. The current thresholds are published by the Cabinet Office and are updated as required.

If you have already identified an opportunity, you can upload the tender documents to Executive Compass and we can review the requirements with you rather than leaving you to interpret the procurement documents alone.
