The UK construction sector covers a wide range of services, from design and professional consultancy through to new-build projects, refurbishment, civil engineering and ongoing repair and maintenance. For businesses competing for construction tenders, technical capability alone is rarely enough. Tender responses need to show clearly how the contract will be delivered, how risks will be managed and why the bidder is capable of meeting the buyer’s requirements in a way that is better than the competition.

Executive Compass provides specialist construction tender writing support to contractors, consultants and specialist subcontractors bidding for public and private sector work. Since 2009, our bid writers have supported businesses ranging from SMEs pursuing their first significant contract to established contractors competing for major frameworks.

Across all sectors, our team has completed more than 7,000 tenders and maintains a success rate of more than 85%. We can provide complete tender writing support, help with individual quality questions, independently review a draft submission or advise on whether an opportunity is worth pursuing.

Outline of construction services

Construction contracts vary considerably in both size and complexity. These opportunities can range from relatively small projects, such as the construction of an additional classroom, through to major developments, refurbishment programmes and regional or national frameworks.

The industry serves a wide range of markets, including housing, education, healthcare, retail, industrial buildings, commercial property, civic buildings, transport and infrastructure.

SMEs also play an important role within the construction supply chain. Some bid directly as principal contractors for smaller or specialist contracts, while others work as tier 2 or tier 3 subcontractors supporting larger contractors.

Examples of construction tenders and related opportunities include:

  • Professional services: architectural, structural and M&E design and consultancy, building surveying, project management and specialist services such as asbestos surveys and removal.
  • New build: design and build, complete construction, groundworks, fit-outs, mechanical and electrical installation, and painting and decorating.
  • Maintenance and refurbishment: concrete repairs, kitchen and bathroom refits, window and door replacements, and roofing.
  • Exterior works: temporary works, cladding, roofing and landscaping.
  • Highways: consultancy services, road marking, waterproofing and structural repairs.

There remains a substantial pipeline of construction and infrastructure work across the UK. The Government’s Infrastructure Pipeline gives businesses greater visibility of major public and privately delivered projects that are either under construction, in development or planned for the future. The March 2026 update identified 734 planned projects representing £718 billion of public and private sector investment over the next decade.

For contractors and specialist suppliers, however, finding an opportunity is only the starting point. Winning the contract requires a tender that is compliant, evidence-based and focused closely on the buyer’s evaluation criteria.

Executive Compass has worked on hundreds of construction tender submissions and building tenders, supporting clients bidding for contracts and frameworks involving organisations including:

  • A2Dominion Housing Group: contractor framework for design and construction services
  • London & Quadrant Housing Trust: electrical testing and remedial works
  • Fusion21: education modular buildings framework
  • London Borough of Brent: design and build of a new school building
  • Willmott Dixon: design consortium
  • Network Rail: building and civils asset management delivery
  • Oxford Health NHS Foundation Trust: Building Construction Services
  • Crown Commercial Service: Construction Framework.

Our experience means we understand many of the issues construction businesses are expected to address within a tender. These can include mobilisation, programme management, subcontractor and supply-chain control, health and safety, quality assurance, environmental management, social value, stakeholder engagement and contract-specific methodology.

More importantly, we work with your technical and operational teams to turn that knowledge into clear, persuasive responses supported by relevant evidence.

    Construction Tender Opportunities

Public and private sector buyers commonly use SQs and PQQs to assess potential suppliers before progressing to the tender stage. For many construction businesses, particularly SMEs, completing these submissions can be time consuming and resource intensive.

Requirements also vary between buyers and construction contractors bidding regularly for construction work may need to register with different procurement systems, provide standard supplier information or complete buyer-specific qualification documentation.

Executive Compass is experienced in completing SQs and PQQs as well as supporting clients through the full construction tender process, and our support can begin before any writing takes place with an assessment of whether the opportunity is even suitable for your organisation.

A structured bid/no-bid assessment can prevent businesses from committing significant resources to opportunities they have little realistic prospect of winning. We can consider issues such as relevant contract experience, buyer requirements, key evidence, resources, timescales and potential barriers to bidding.

If we believe an opportunity is not right for your business, we will tell you.

Where the opportunity is suitable, our team can then help develop a compliant and persuasive submission that answers the question, provides appropriate evidence and addresses the buyer’s published evaluation criteria.

    Groundworks and Specialist Construction Tendering

Groundworks tenders can cover a broad range of enabling and civil engineering activities, including site preparation, excavation, drainage, foundations, piling and associated infrastructure works. Contractors may be bidding directly for a groundworks tender contract or for a wider construction or civil engineering framework containing a significant groundworks element.

Buyers will normally expect more than confirmation that the bidder has the necessary technical capability and tender responses will need to demonstrate safe systems of work, programme and resource management, plant and equipment arrangements, environmental controls, quality management and the ability to manage risks associated with complex or live sites.

Our construction tender writers work with operational and technical personnel to understand how the works will be delivered. We then turn that information into structured, evidence-based responses aligned with the buyer’s evaluation criteria.
